Can't access futher then the language selection

Hello,

My new dell inspiration 15
3000 series laptop when started for 1st time gave the dell screen n after that there are options to select time zone and language stuff etc.
after doing all this n entering I return to the same process .... The black dell screen n stuff .... Every tym I start it . So I didn't access my new laptop.

Pls help
