Laptop not reconizing CD

If the optical drive doesn't spin, how do you put the empty CD in it? It shouldn't be opening the case to put the drive into. That's weird. Can you tell me more about it?
I think, there might be a problem with the power supply of the CD recorder. Are you talking about a desktop computer or a laptop one? I'm just curious.
If your PC is out of warranty, my advice is to open it and to check if the connections of the optical drive are OK, because one cable could be damaged.
