External hdd works on mac but not on windows and tv

Hello! So my external hard drive still works on mac but it cant be recognized on windows and tv. I tried the steps on forums but it doesn't show up on diskmgmt and I also tried to uninstall the drive. When I connect it to my windows pc and tv, it only turns on its light. I tried formatting it on mac but still the results were the same. What can I do about it? Thanks
