Try this
1. Remove the battery and cable.
2. Press and hold the power button for 58 seconds.
3. Replug and start.

I have tried this but it doesn't work,the screen is black out,but when I push the power button, it blinks like its trying to boot but fails to pick up. Any other option.
The problem started when I upgraded its BIOS then upon restarting, it failed to boot again. I hope I didn't crash it coz I was using Toshiba BIOS from their official website. Any other way out possibly?

It could be a power supply or a failed hard disk, only a hands on technician can tell.
