Folder+location is not available+I/o device error

1. I have Windows 7
Home Premium service Pack 1
Ever since Chrome recently updated
Seems I'm having all kinds of bogging down on my computer.

2. One of my desktop folders won't open, I get this message:
Location is not available
The request could not be performed because of an I/O device error.

3. How do you restore back to a previous time? Everytime I try, it only let's me make today a restore point?

Is that the only folder that will not open? Is the folder actually a shortcut to a removable drive?
