Hello, one of the main reasons for clearing the temporary internet files folder is to speed up a slow PC. Although just clearing the temp internet files won't do much on its own.
As for why you might want to change the location of the temporary internet files folder... apparently if you have 2 hard drives in your computer, eg you added an SSD drive, but still have an HDD, it is a good idea to transfer the location to the HDD, because constantly writing temporary internet files isn't great for your SSD.
