I'm sorry I can't be of more help. Yahoo and other big name's (Facebook etc) attitude towards closing accounts can seem fairly abrupt at times, leaving little to be done to recover a disabled account, and a very long response time for any forms... but there isn't really much else users can do.
Turning it off and on is a reference to the IT Crowd, and is a surprisingly useful piece of advice for solving tech issues!
