After Facebook has locked my account
they have asked for my mobile phone and personal photo
After submitting varication code and uploading my personal photo, I have received

" Thank you for sending your information.
We have fewer people available to review information due to the coronavirus (COVID-19) pandemic. This means we may be unable to review your account.
We apologise for any inconvenience."

Is that legal? they may not review my account even it was locked by mistake from them

Hello, it's Facebook. They have the right to disabled accounts as they see fit, and if they are unable to review it, there isn't really anything you can do.
