Hi,
First of all, check if you're using the latest version of WhatsApp Desktop and you've at least Windows 10 (64-bit) version 1903 or newer.
Also, check if WhatsApp has permission to access the microphone and camera by going to Start Menu > Windows Settings > Privacy.
If everything is fine, try logging off from WhatsApp on both of your laptops and then login only on the laptop on which you don't have the call option.
