I can't access WhatsApp catalog everytime I try to view or create it says"catalog wasn't created try again later"

According to WhatsApp Help Center, if you can't access WhatsApp catalog if it's linked to your Facebook shop, you must be in compliance with the Facebook Commerce Terms of Service.
