Instagram and facebook disabled

First and foremost, attempt to recover your Facebook account using Facebook's own process for doing this - go to their Help Center and search "recover hacked account" for guidance on this step.

Once you've recovered your Facebook account, make it more secure by changing both password and two-factor authentication settings to enhance protection for your account.

Once you regained access to your Facebook account, relink any Instagram profiles connected with that account by using Instagram settings. This should then allow for access.
