Hi,
I suspect that you've the Chinese version of the phone instead of the global version, which means why you don't have "language and region" in the settings.
You can try updating your phone to see if that will add you the option to change the language. May be this option is located in the advanced settings, or something like that. Alternatively, use the search feature in the settings to try finding it.
Also, note that sometimes the language can be changed directly in the app itself.
