what has happpened is that your start address has been hijacked by some software that you may have inadvertantly downloaded.
the smiley bit is a dead give away.

I followed the steps of the first site :
1. I run spybot s&d program.
2. I deleted the temp files found by start/run/%temp%
3.I tried to clean the registry. It could not figure how to locate
Start Page key and Default_Page_URL key matches.

I tried the next sites. There is no desktop smiley toolbar to delete from control panel.
I downloaded regcure pgm and run diagnostics. It found several errors. I have to purchase the full version to correct the errors.
I run spyware doctor diagnostics. It found errors. I purchased the full version and run it. The problem is still on.
Any other suggestions?

copy this link to your browser (its a download link for a program called crapcleaner)
https://filehippo.com/download_ccleaner/
install and run the program
on the windows tab select all the options for internet explorer.
deselect all the others
click analyze, after a while it will produce a report., click run cleaner on the bottom right.
click on the registry icon on left. click scan for issues, click fix selected issues, click fix all.
close crapcleaner.
reboot machine.
see if that works.

(Also I cannont change the start web page on internet explorer from msn any other.
Also when I use mozilla firefox new windows with ads appear together with the one I am using. These two problems were on before i run ccleaner)

i fear that a wipe and reinstallation of your o/s is in order.
