Computer is taking forever to load

Hello,
I've installed a security program on my laptop and it now won't shut down or load. I can log in but the Welcome page keeps loading (for a whole night) and it won't get past that stage. The only way I can turn it off is by taking the battery out. The only way it will open is in SAFE MODE. I've sset the restore point back to before I installed the anti-virus but it is still taking forever to load and won't open to my desktop.

start the task manager and stop
the service or end task
Then uninstall in control panel
