how do i set some limitations for othe user accounts such as limitting access to internet explorer or other applications to other users?

Yo,
Go to Control Panel, click on the user setting,
their select a user you will see the option to change account type. there you can limit the user,
and for internet, i think you need to go into the internet option, and activate the parental control to limit internet.
