Problem with Dell Inspiron 6000

Alright so my Dell Inspiron 6000 is really messed up. I don't have a disk to restore it cause it's stolen.
But anywho, it keeps saying that its "Configuring Updates 3 of 3-0% Complete - Do not turn off you computer", then it stays there for like a minute then turns off and repeats the process over and over again.
So if anyone knows how to restore a Dell Inspiron 6000 without a disk, you should totally tell me.

press and hold F8 key
to enter safe mode and disable the updated from there and restart normally
