Problem after formatting a pc

Hello,
i have hp 490 laptop with celeron processer,this laptop is not starting normally.it's start and after 10 sec. its reboot,this is reboot after every 10 sec.so,i have inserted xp professional cd(sp1 and sp2 both one by one) for formatting and reinstall perpose.but it is not taking any os,shown error is:
not any hard drive is recognize,press f3 to quit setup
after i have done same with windows 98 cd it have done formattiin and installation,but after installing it it's reboot like past...........
please give me one standerd solution which can help me to use my laptop in proper way
