All programs are in icons in toolbar

Hello,
I have Vista .The majority of my programs are on the bottom toolbar, not in the program file. I try to drag them into it, and it doesn't work. I am new to Vista, and don't find the "help" menu very helpful.
Can anyone tell me how to get them into the file instead of the bottom toolbar? Thanks.
