Properties of my computer is not working

Hello,

Right Clicking "My Computer"\Properties does nothing (and more)...
Something strange is happining with my computer. Certain things don't work, here's a few:

1. If I Right click and select "properties" on "My computer"... it is showing that "This operation has been cancelled due to in effect on this computer. Please contact your system adminsitrator."

2. Most icons in "Control Panel" is disabled don't open anything (add remove programs... sound... etc...)

3. Internet Explorer properties also not showing.

Use some kind of registry fix, i would recommend Tune Up Utilities 2009 / 2010
