This particular problem may be resulting for the simple reason that the specific websites have been blocked on the browser that you are actually using. You should check whether there is no add ons blocking access to the website. Please try using another browser in order to access to the blocked sites.
I will also advise you to contact the administrator in order to have clear information if the sites have been blocked. Hence request him to have the sites unblocked in order to have access to them. If ever there is no restriction that have been set, please have a virus scan to see whether there is no virus infection on the computer.
Please try using an online proxy also to see whether you are able to access to the blocked websites.
