Laptop won't start

Hello,I bought a used laptop computer and I ran disk cleanup and deleted all temperary internet files and compressed old files the I canceled it and now when I turn it on it acks like it is going to start but it says a recent hardware or software change may have caused it.

You wacked the operating system. You will need to reload or repair the OS.
What OS are you running?
