Formatting/Removing programs from hard drives

<I have windows XP PRO on my PC. I tried unsuccessfully to format all my hard drives. So I started to remove all programs individully. Now I keep getting the message: Seconds until Windows starts. then it just keeps repeating itself.

Would a bootable CD solve the problem? If so where can I get this?

Hi there,

You need to boot from windows installation cd to format your system.
