When i try to access it give this message

Hello,
im da administrator of my computer.but i cant change my machine time date and i cant do any power work..when i double click da user account or date and time it give " windows cannot access the specified devicess ,path , or file you may not have the appropriate permission to access the item " that message.. most of control panel icons cant access.. so any one know da answer please reply thanks..
