Formatting won't erase your data permanently at least for the short term as what is said. you may learn more from this similar thread,

The Data can be recovered on a formatted disk but make sure don't wirte any new data on your formatted disk first.
You can use the format recovery tool to recover your data, on kioskea.net, there are some discussions about the data recovery tools like here: https://ccm.net/forum/affich-28692-how-to-retrieve-lost-files-in-flash-drives
you may want to know why:
All the data are stored in the disk systematically and orderly. When we commit Delete/format operation, it seems that they disappear forever. However, the fact is they are still there in the disk. They are not lost, just not visible or readable because the entry index of the system makes a special mark on those data hinting this area can be written over by other new data.
