You are somehow confusing you know. From what you said, you mean that you are using your mobile phone as a modem to your computer and in fact you are able to surf with it. But your browser is not working at all.
Please give details on which browser you are surfing. It is confusing, right? You should express yourself clearly. Tell which browser you are using to surf. If you are able to surf, it is confirmed that you have internet connection on your computer.
Then the problem will be coming from the Internet Explorer. Please bring more light to it for the issue to be considered correctly.
