Alternate e-mail addresses cannot be changed unless the account is unblocked.
Sorry to say but you are marooned up the stream without an oar. In other words your case is hopeless.

If your account has not been hacked, then you must have used it for sending unwanted messages. A person would have reported you to Hotmail and Hotmail blocked your account.

Hotmail a big company you say! It belongs to no other than Bill Gates of Microsoft Corporation. Ot is always best to use your isp's services along with e-mail software. It's much more secured as there is presently a hacking epidemic of Hotmail accounts around the world.
