Your laptop IP address must be in the same range as your home router otherwise it will not connect.
Your home router probably uses 192.168.0.0 -> 192.168.0.255 range.
If your IT tech changed your laptop to the 172.16.0.0 or 10.0.0.0 ranges then you will not connect at home.
Your laptop DHCP rules need to be changed again so that it can auto negotiate the address with both your home and office server.

this is my IP address on my broadband network: PPP adapter 3G connection:
IP address: 28.237.60.230
this is my IP address on my office network: 192.168.0.60
It only causes problem at home and not at the office network. I don't think changing the DCHP rules will help because the rules it sets on the DCHP server is that so I can't get an IP address above 192.168.0.99, because it is reserved for servers, etc. And also, when I get back home, I still receive an IP address that was restricted by the office's DHCP server which is 192.168.0.107.

most routers are 192.168.0.1 and then it should assign new numbers in sequential order as you connect them. You don't want a fixed IP address in your laptop you want it to negotiate an new number each time you select your wi-fi access. You can find more info at the web site of your router manufacturer. You probably need to sign on to the router via a wired connection and not wi-fi.
