Failed to open control panel

Hello, i have tried to open control panel but failed instead i see a message on screen "this operation has been cancelled due to restrictions in effect on this computer.please contact your system administrator". what should i do please?

Press Windows+R key and type

regedit and click ok

Browse to

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Delete the nocontrolpanel key on the right side
