Write protected unable to format

Hello,

Unable to format the pendrive, while formating am getting the error as "wirte protected" but i tried formating "dxdat" format in windows 7 it formated but working in windows 7 only not in others. i also tried the HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control but here write option not shown.....
