/windows-8-547 windows 8] and at the bottom of the screen it says repairing disk errors and its got the little blue window above that I cannot figure out how to get to safe mode

To get into safe mode, as soon as it shows the Dell logo:
From the Start Screen, press the Windows key + C to access the Charm Bar.
Click on "Change PC settings".
For Windows 8 : Go to the General section > Advance Start up > Restart Now.
