Pressing power button

To help my sister who has a few keys not working on her keyboard (which are used in her password login), I was told to take the battery out and hold start for 30 seconds and then replace the battery. I was wondering what the pushing the start button does exactly before I do it?

It drains the "flea" power.
What is "flea" power? Sorry if that's a silly question, I don't know a whole lot about computers.

It is residual power accumulated in the circuits which needs to be drained out.
