Brandnew HDD How to start my Laptop?

Hello,
I put a brandnew HDD in my compaq cq60, but after the compaq sign shows, a black screen comes and a white cursor blinks at the top left corner of the screen. And is stuck there.
I would be very grateful if you could find me a solution for this.

The new drive needs to be formatted and Windows installed. Probably a job for a local PC repair shop.
