Hello Yovan,
Have you tried these steps:
Remove the battery of your Toshiba Satellite and the cable too
Press and hold the power button for almost a minute
Plug the power cable again and start your laptop
If this doesn't help and your laptop is out of warranty, you can try taking out the hard disk and plug it to a PC for testing via SATA to USB adaptor, because I think that it have failed.
