Old frozen computer

Hello,
i have a laptop model pcg-8qel,from a family member,and i started it and it won't let me do the f10\f8 or even f1 buttons ,and when it starts up normal theres nothing on my screen but my background pic,no icons or anything.i cant even pull up my ctrl,alt,delete.what does this mean and can it be fixed ,im looking to defalt reset it from factory??help please

Welcome to the forum. Let us start with the make and model of the machine. That should give us an idea of how to restore for you!...I would suggest, that if the machine was given to you, then take the machine to a tech and have them tweak on it. If that isn't an option, be prepared for alot of tech work.
