Toshiba laptop only giving a black screen with white dots!

Hello there,
I have a Toshiba from 2011. It's a Toshiba Satellite L650-0DE.
The model number is PSK1EC-0DE00Q
Before we start I'd like to point out the my battery is not in my laptop as it doesn't work. It doesn't keep the laptop on. I have to keep it plugged in.
My laptop will start normally, you see the Toshiba with the F2 and F12 options available. Right after that the screen goes black, with 4 dots at the top. They're mostly white but also look like they have red and blues, almost like my pixels are messed up. And there's the white line. Like it's about to write script on the screen. And that's all it does!

It's broken and will probably cost more to fix than to buy a new one.
