Blue light on all the time

Hello,
I need help with my dv6000 series HP laptop. I have just gotten it back from an IT company and all of a sudden it won't boot up. I have already replaced the motherboard several times and now the ribbons and quick play assembly. It starts and loops over and over and if I hit ctrl Ald delete it just stays on with a black screen. The blue light on the left front side never goes off or blinks on initial start up. Please advise I don't want to spend anymore on this POS.
