Are you trying to boot your laptop on battery power only? Have you tried running your laptop on wall power only?
If you don't have problems when connected directly to the electrical system, probably your battery is failing and you should think of replacing it.
If your laptop doesn't boot even on the charger, then the problem might be hiding in the power supply unit on your motherboard. You could bring your laptop to a technician to make a test of the power connector and/or the power jack center because they might have got damaged.
