No icons only wallpaper

Hello,
i have tries the suggestion about system restoring in safe mode but there is no restore points and i cannot create a restore point in safe mode...and also the ctrl,alt del is not workin..please help me...

Restart your pc and start it in normal mode ... i guess

in the normal mode no icons appear..only the wallpaper appears and the mouse moves too..but there is nothing to click on..that is my actual problem..
