Dell Inspiron 17 seems to be stuck!

My father's Dell Inspiron 17 is stuck turning on. We turn it on and it starts up but then it goes right to updating' and from there it seems to be stuck. After about 10 minutes the screen says Failure configuring Windows updates. Reverting Changes. I can't seem to turn it off at all. Please help. He lives by this computer!!!
