Power is on but showing orange color instead of Blue light

Hello,
i have DELL Core - 2 duos CPU, I was working at computer but suddenly screen stop working and i have try to restart again but computer not started and power light color showing orange color instead of usually showing blue light. and fan set up below power button not getting moving after reflecting orange color of power light. kindly tell me what are the causes for not working of CPU?

Sounds like a Power supply, but not certain. The PS is the easiest and cheapest to swap out.
