Toshiba laptop won't turn on

my Toshiba laptop when I turn it on it goes to a blank screen with green letters and won't advance it says to press f9 and power or after 9 and escape button but won't do anything this started happening after I tried to do a factory reset on my own I am clueless when it comes to computers any advice how to reset my computer without a recovery disk

Hello,

What is the exact error message that you see on your screen? These "green letters" must be meaning something.
If your laptop is out of warranty you can clear CMOS battery to see if that will work. Please, follow these steps:
1. Pull out the battery of your laptop and the charger too.
2. Wait for some minutes to discharge and open the back lid
3. Take out the mother board and locate the CMOS battery. It should be next to the main CPU.
4. Pull out the battery for up to 10 mins and then put it back.
5. Put your mother board back to place and close the lid.
6. Put first the battery, then the charger on and start your portable PC.
