Toshiba Satellite L300D - 12L

Hello,

My brother's Toshiba Satellite L300D - 12L laptop does not start, when I press F8 and choose safe mode, it just keep starting [the Logo].
Do not have Recovery disc.

Could you please help me where to buy recovery? [ could not do it from the original Toshiba side as it did not recognize the serial number: 88076097Q ].

Or which shop could fix this please? [ I am writing from Totnes, Devon].

Have you tried to restore to factory settings?
