Connected to the Internet but can't browse ANY website

First of all, I'm not good in english. So please bear with me.

My laptop (Windows) works perfectly fine until yesterday. I opened my laptop and there's a popup saying "ipconfig.exe - System Error"

"The program can't start because DNSAPI.dll is missing from your conputer. Try reinstalling the program to fix this problem."

I opened my browser (Google Chrome) but it won't connect to any website so I tried Mozilla Firefox and Internet Explorer and it turned out to be the same.

Already checked the Firewall.
Already tried to Winsock restart.
Nothing has changed.
I desperately need help!

It's possible that you have been infect with malware and to correct the problem you will need to download scanner programs(s) using another computer. There is a new malware attack that uses the DLL you listed. Your anti-virus may have deleted DNSAPI.dll if it became infected. The suggested Microsoft program can detect Trojan programs or missing programs and replace them.
