Hi Drew Hopkinson,
Could you tell me if you can see or hear something after pressing the power button? Do you see the typical screens until you reach the Windows logo? Is it possible to enter the BIOS menu? Usually, it is accessible by pressing DEL, ESC, F2, F4, F12 or similar, depending on the PC model. There may be a screen indicating the right button, saying press <button> to enter Setup.
Try pressing F8, which may lead you to the Advanced Boot Menu, where I recommend you to select Safe Mode. Is Windows loading? Do you have important data on the primary partition? If the notebook is under warranty, contact the reseller and ask for some advices. There may be some model specific troubleshooting steps.
