Hello Bebb,
When you click with the right button of your mouse on the hard drive, does it give you the option to initialize the drive and make it online? If it doesn't, try connecting it to another computer with different operating system. Also, you can try different USB ports and a different cable. When connected, can you hear any clicking noise coming out from the drive?
Please, come back with more info regarding the issue that you have.
