My dell inspiron won't turn other with or without the battery

When plug in the charger, the green light goes on for a second and then turns off. Could this be the problem? I have tried other dell chargers and get the same result! I cannot afford to get my laptop fixed! Can someone please help me?-

It could be the problem.

So does your laptop run? You have stated a green light comes on. Please post more details about the actual problem.
