Internet explore wont connect

Hello,
i have an e machine w/ windows vista installed on it and i go to internet explore and it will not connect.
i open the network and sharing center and it says every thing is connected and working fine.
i used command prompt and pinged WWW.Google.com and got a reply
then i used the system restore and was able to connect to the web for a day then have the same problem
could this be internet explorer ? or something to do w/ my computer i all so have Norton installed on it could that maybe have something to do with it?

check both firewall and nortons allow lists
