Keyboard doesn't work if you hold down shift.

Hello,
I held down shift to long and it now isn't working. It will only work if I hold down the key for 10 seconds.

I found if you are on windows 10 go to

settings- search "access"- goto ease of access keyboard settings- and then turn off filter keys.
