Hello,

I can obtain my ip a dress but cannot connect to the internet. I have tryed everything. No I don't have access to the modem. So I can't just restart it. It was working last night.

So is it your gateway, or the ISP's? If it is your gateway, make certain the ISP's box has internet. How many other devices are on it?
