Hello Help,
Have you tried uninstalling the USB driver under the menu of the Device manager? If you haven't, please, do so without plugging the hard drive into the USB port. Go to the Device manager and localize the USB root hub controller. Uninstall the driver and restart the PC with the external drive plugged in. You are talking about an external drive, right?
Also, change the USB cable that you connect your drive to the PC with another, if you have one.

Try swapping your SATA ports. Also check cable connections. Try with different port. Hope this works.
